What are the requirements to qualify as a permanent partner?

The Uniting American Families Act (UAFA) defines “permanent partner” as an individual who is at least 18 years of age who is in an intimate, committed relationship with another adult who is not a blood relative. The individual must be financially-interdependent with his or her partner, cannot be married or in another permanent partnership, and must be unable to enter into a marriage recognized under the Immigration and Naturalization Act (INA) with his or her partner. Both partners must intend that their relationship be a life-long commitment.
